Full shutdown mode doesn't work on Classic if there are other connections to the database [CORE1249] #1673

Is related to QA159

The existing active connections don't receive the shutdown notification and are still allowed to run queries and start transactions. This affects full shutdown only, single and multi modes are okay. SuperServer works correctly.
