Installer don't write any message when cann't upgrade client library gds32.dll in windows/system32 directory.
And gd32.dll remains old version.

Any decent installer has an option to delay the actual DLL install until after reboot to exactly deal with Windows DLLs in use during install.

It is often as simple as checking a check box in the installer program as "replace on restart".

I must shake my head this issue was not immediately fixed and marked closed. Still open after three years. Does anyone audit this issue tracking system?

They finally decided to fix this functionality by removing it.

However, while removed, this functionality is still explicitly advertised in the installer.
