DB aliases do not work over XNET protocol with DatabaseAccess = None [CORE1390] #1808

With DatabaseAccess = None configuration, an attempt to connect to the database via alias without protocol specification (i.e. over local protocol) will fail with message:

Statement failed, SQLCODE = -902
Access to database "<FULL DATABASE PATH HERE>" is denied by server administrator
