Allow for Stored Procedures to support dynamic
elements -- tablename, columnnames....

Alex et all,

I realize that it doesn't make sense all tracker items are being
tracked as "bugs". However, This is due the general design
of the SF tracker feature this is necessary, in order to ease
the tracking of these issues/bug/features.

Accordingly, please limit the change to the header
information. If you have any question about a bug/entry
please post to the devel list and it can be discussed there
first (working with the SF tools is a pain in the ***)

I would also like to see Dynamic SQL in stored procedures.
SQL Server and Oracle support this language extension and
it would be great to see this supported.
