New option to shutdown database - "shutdown for local connection only" [CORE1483] #1899

In the world exists many systems with
one database user "sysdba" and many aplication users defined by developer in some table

In this case is impossible to shut down database and do something.
For this situation better will be option "shutdown for local connection only"

and only from one mashine (server) admin can connect to specified database

Why on earth you're setting "Affects version" for NEW FEATURE request? It's obvious that it's no implemented until it's implemented (i.e. stored in Fix Version).
