False isc_req_sync error may be reported by fbclient to the client application [CORE1651] #2075

Is related to CORE1310

It is related to CORE1310 - that fix was not accounted case when another statement or blob fetch forced to read queued packet with fetch results for our statement and isc_req_sync was in that queued packet.
