order by RDB$CHARACTER_SET_ID

Current plan is:
PLAN SORT ((RDB$COLLATIONS INDEX (RDB$INDEX_26)))

It should better be:
PLAN (RDB$COLLATIONS ORDER RDB$INDEX_26)
