Non-SYSDBA user can change FW mode of database just adding appropriate parameter to DPB when attaching to it.

Except force write setting, access is also limited (admin and DBO only) to the following list of dpb options: dpb_set_db_readonly, dpb_set_db_sql_dialect, dpb_sweep_interval and dpb_no_reserve. Use of dpb_set_page_buffers differs in classic and super servers. In case of SS it's completely disabled for non-admin connections. In case of CS one can set size of buffers per connection, but settings in database remain not modified.
