Attach to any DB fails after modification of access rights of security2.fdb from 0660 to 0666 [CORE2221] #2649

When attaching to any database (even embedded access), one gets message about insufficient privileges in semget() call.

Solution is suggested by Paul Beach.
There is no actual need to check for PRIVS when opening existing semaphore set - in case of not enough privileges appropriate operation will be anyway aborted. Side note - permissions check in linux looks better (more logical) compared with HPUX.
