qli and nbackup accept arbitrary input after the first letter of an option [CORE2542] #2952

Both qli and nbackup accept arbitrary input after the first letter in an option is matched, for example
nbackup -uganda
=> ERROR: Missing parameter for switch -uganda.
(It was recognized as -u for user.)

qli -astronomy
Please retry, supplying an application script file name
(It was recognized as -a for input script)

We should bring at least nbackup in line with the rest of our utilities.
