fb_lock_print -c[onsistency] switch doesn't work on Windows [CORE2598] #3008

The -consistency switch is designed to provide a "consistent read" mode while reading the lock table (via acquiring its mutex), so that the engine couldn't modify its contents while the lock table is being printed. However, this mode had never worked on Windows.
