Please change your VS Projects for ICU modules:

1. Use the equal names for Release and Debug binaries
2. Generate the PDB for Release binaries
3. Use for PDB the names == names of DLL/EXE

We do not use the Debug ICU. We don't need to debug it. Do you want it, contribute.
