allow gsec to grant RDB$ADMIN role in the security database [CORE2748] #3143

- create a new parameters in gsec so we can grant RDB $ADMIN role in the security database :
available parameters:
-pw <password>
-uid <uid>
-gid <uid>
-fname <firstname>
-mname <middlename>
-lname <lastname>
-admin {yes|no}
with admin no as default
