isql needs to process new packaged functions, external (no UDF) functions and BLR-based functions. Unlike UDFs that can be extracted before other elements, BLR-based functions may have dependencies.

Not enough information. There is already several .fbt that uses packages and they all passes Ok.
Any suggestion how to implement test specifically for this sub-task ?

It's about external routines in SHOW and isql -x. It affects packaged routines in SHOW too, but it's about external routines.
