Huge (>10Gb) memory consumption by some fb_inet_server processes [CORE2942] #3324

Under high load (100 active attachments) random fb_inet_server process allocates a lot of memory.

Races when closing lock manager sometimes caused endless SRQ_LOOP in blocking_action_thread(), which in turn caused unlimited growth of blocking_owners array.
