I think, the real safe version of fb_interpret must be like

ISC_LONG fb_interpret(/*out*/ char* buffer ,
/*in*/ unsigned int buffer_size,
/*in-out*/ const ISC_STATUS** status_vector,
/*in*/ const ISC_STATUS* status_vector_end);
