Install fails to create user & group "firebird" [CORE3001] #3383

Reported by Philippe Makowski, older versions should be also affected.

When installing using 'sudo', /usr/sbin is not added to PATH, therefore useradd / groupadd commands are not availbale w/o full path in command line.
