RemoteFileOpenAbility fails on windows [CORE3059] #3439

Commented by: @dyemanov IIRC, it's supposed to work for mapped drives only. UNC paths are not allowed, as the "//host/path" syntax is a valid Named Pipes (aka NetBEUI) connection string, so it's considered being a network request. |

Commented by: Sean Leyne (seanleyne) Mapped drives are not available to Windows services, the mapping definitions are only available to the interactive user. Therefore, support for mapped drives is only available for the embedded engine. |

Enable RemoteFileOpenAbility =1 in firebird conf
