Allows LIST function to accept the use ascii_char as delimiter [CORE3104] #3482

Duplicates CORE1453

FB 2.1 seems to allow only constants to define the delimiter for LIST function. If I try to set ascii_char(13) as delimiter, it fails. Adriano told me that it would not be difficult to improve this in FB 2.1, like it was done in FB 2.5, so, here is the request.

Based on the details, would a better subject for this case be:

"Backport change to allow LIST function to use function, like ascii_char(), in delimiter value definition"?

The original (CORE1453) ticket was used to mark it's implemented in v2.1.4.
