Non-transportable backup created without "-se service_mgr" switch results in an backup file ~50% larger than the source database. [CORE3232] #1284

Is related to CORE3248

The issue was originally reported by Brenden Walker. He provided test case, on which difference between gbak copies created with/without -se switch is well seen.
