Show major release version in firebird.conf comments [CORE3339] #3705

Though it's been discussed before and agreed to be needed, we've never gotten around to including the major release version in the comments at the top of firebird.conf. Could we please remember it for Fb 2.1.4 and Fb 2.5.1.

This needs to be done dynamically by the build process.

For what its worth I've implemented something similar for the windows builds - all the readme and install readme files for half a dozen languages get processed by sed to insert the current release version correctly. I don't see any difficulty in adding firebird.conf to the list. We just need to agree the format of the string that sed is going to replace. I used $MAJOR.$MINOR.$RELEASE which will hopefully work for posix too.
