When some database is started to be used as SecurityDatabase, management plugin should create all required structures (domains, tables, etc.) automatically.
Here come 2 questions:
1. How should we better store SQL script in plugin?
2. Should SYSDBA/masterkey pair be added when initializing such database?

All required data structures are created by plugin when attempting to add first user to security database. Server part of auth plugin can pass a meaningfull message to the user if security database was not initialized yet.
