During firebird build records about missing fbintl.conf are attempted to be placed in firebird.log in destination (not build) directory [CORE3377] #3743

The issue was noticed and reported in fbdevel by William L. Thomson Jr. (mailto:wlt@obsidian-studios.com).

Gentoo performs build of firebird in sandbox and expects all files, created during build process, to stay inside that sandbox. However, some utilities attempt to write to firebird.log outside sandbox.

This happened because a number of binaries, used during build process, were compiled without BOOT_BUILD defined.
