gbak allows you to restore a backup's metadata only, i.e. create a database without any user data, only metadata from the backup.

The Services API allows a metadata only backup with the isc_spb_bkp_metadata_only option set but there is no such option to perform a metadata only restore. I would anticipate e.g. isc_spb_res_metadata_only?

The humor here is that if you use isc_spb_bkp_metadata_only option in SPB, passed to restore service, it will do exactly what you want - restore only metadata. Another question that a lot of tools (starting with our fbsvcmgr) do not let to specify backup option in restore request.
To avoid confusion I suggest to add isc_spb_res_metadata_only (== isc_spb_bkp_metadata_only) constant to public header and fbsvcmgr.
