gfix-related services may loose error value in status vector in isc_service_start() [CORE3612] #3966

When performing operation like database shutdown gfix to early reports to engine that service was started successfully. Therefore isc_service_start() returns success, but due to the nature of this service call of isc_service_query() to check it's status is not required. This makes error get lost.
