WHY COMPARISIONS '... = NULL' and '... <> NULL' DOES NOT WORK ??? ! ! ! [CORE3800] #4143

there shoud be functionality that allow of using
'= NULL' as equivalent to ' IS NULL'
and
' <> NULL' as equivalent to ' IS NOT NULL'
in all SQL statements (queries and comparisions in stored procedures).
