Provide new command in ISQL that show ALL the list of command that were previously entered [CORE4171] #4497

Currently we can view command only via pressing arrow keys, one-by-one.
This is not convenient when we have much commands that are almost identical.

If there will be a command like 'HIST' one can save a lot of time because of quickly find the expression that is exactly needed.
