It's easy to reproduce reading RDB$DEBUG_INFO, which the filter to text creates empty segments.
set blob all;
select rdb$debug_info from rdb$procedures;

At least on 3.0 Alpha 1, Alpha 2 and Beta 2 (31807) output is identical.
