With CREATE/ALTER USER, if I specify two tags with the same name, both will be added in SEC$USER_ATTRIBUTES.
Example: CREATE USER Test1 PASSWORD 'masterkey' TAGS (a = '1', a = '2')
NAME VALUE ================ ============================== A 1 A 2
It would be better to produce a syntax error or to insert only the last value (a='2').
