Provide ability for SYSDBA-attach to get architecture and config parameters of currently working FB instance [CORE4496] #4815

It's needed very often during performance tests to get info about FB architecture ( CS / SC / SS ) and values of firebird.conf.
These values are logged among with benchmark results.

Currently we know only it's engine version (using rdb$get_context('SYSTEM','ENGINE_VERSION')).
We also can see number of page cache in MON$DATABASE.MON$PAGE_BUFFERS - and that's all we can.

No way to get values for TempCacheLimit, LockHashSlots et al.

Is it possible to provide such info via MON$-tables or some other way ?
