Avoid need in fake -pas switch when using gsec in embedded mode [CORE4573] #4890

When starting to use manually installed (i.e. not by installer) firebird one must add sysdba record to security database. After adding DDL grants it's became necessary to be SYSDBA for that operation. But in gsec (unlike other utilities) it is not enough to provide -user switch - -password (which has no sense for embedded access) is also required.
