Relate to CORE4592
Is duplicated by CORE4592

Currently it is possible to store blob with length more than 2^31 (when page_size >= 8K).
It will be convenient if OCTET_LENGTH will return the length of such blob.

I suppose CHAR_LENGTH should also be changed, as text blobs with single-byte charsets could also be very large.
