It could be related to CORE4859. Please try a snapshot build (http://web.firebirdsql.org/download/snapshot_builds/win/3.0/), it should have the issue fixed.

On recent Windows (although I don't think it was already in XP), you are not allowed to create files in C:\ without explicit privilege elevation (even when you are administrator). I'd suggest you try creating the file in a folder.

Note though that Windows XP is end of life and no longer supported by Micorsoft (unless you pay them a lot of money).

I use XP daily, Windows resides in disk D: and don't have problems creating a db despite running FB from a non-standard place.
