ISQL does not show encryption status of database [CORE5077] #5364

gstat may be used to control encryption status of database, but it's highly desired to be able to view it from isql too

Test Details: Some kind of 'dummy' plugin for encryption is required in 'plugins' subfolder, otherwise one can not to start alter database encr. / decr. statement.
