Similarly to setting it with `isc_action_svc_properties` it would be nice to have an option to query for it.

I suppose you expect getting "full shutdown" and "single-user shutdown" modes too. So implementing it via isc_database_info() does not make any sense, as your connection won't succeed. The only solution seems to be Services API which internally reads the database header directly.

Any news on this one? It's difficult to write a tool that shows the current shutdown/online mode without that.
