With these auth parameters in firebird.conf login failed.

Please clarify the problem/issue. Are you saying that plugin names should or should not be case sensitive?

I state the fact that login fails. What should be is up to core developers. If this failure is "as designed", they will close the ticket.
If they wish, they can cherri-pick commit which fix that https://github.com/aafemt/firebird/commit/7df9642cfff0927cdc5eb89fd51e5d5467592e08
