Database cannot be encrypted if DatabaseAccess is set to None [CORE5553] #5820

If DatabaseAccess is set to None and database can be accessed by alias only, command "alter database encrypt" pretend to success, but only one page is encrypted. Firebird.log contains following message:

Crypt thread:
Use of database at location c:\\crt\.fdb is not allowed by server configuration
