When SET DECFLOAT BIND is set to DOUBLE PRECISION a DECFLOAT(34) can have bigger (and smaller) values than double preci-
sion. When appropriate TRAP is unset +/-INF should be returned on overflow, not zero like now.

+/-inf will be returned as double precision value in all conversions from decfloat to double when decfloat overflow trap is off
