Authentication plugin on server may get garbage data from client instead empty packet

When non-first in the list plugin on the client does not want to send any data to the server (in that way asking it to switch to next plugin) data sent by previous plugin is delivered to the server instead empty packet. This should not cause any trouble to correct server side of plugin but does cause strange messages in firebird.log.

In B3_O_Release fix was accidentially committed 10-Jan-2020, together with 'CORE-6221', commit d27a422c638fbe0f41eb7e0b7ecf30389f14a44b.
