Make it possible to update list of time zones (names and ids) without source code recompilation [CORE6308] #6549

Time zone database already can be updated but new names would not be available without source code recompilation.

With this improvement the list is also present in a file.

If version from file is greater than builtin (compiled in source code), the file is used.
