Error message "malformed string' is issued instead of "expected: N, actual : M" when UTF-8 charset is used and default value for declared column is greater than this column length [CORE6415] #6653

Is related to CORE6419

recreate table test(nm varchar(1) character set utf8 default '€€' not null);

Output:
-------------
Statement failed, SQLSTATE = 22000
Malformed string

Expected:
-------------
somewhat like
Statement failed, SQLSTATE = 22001
arithmetic exception, numeric overflow, or string truncation
-string right truncation
-expected length 1, actual 2

Checked on WI-V3.0.7.33372; WI-V4.0.0.2225.
