Currently a password could be changed by the SYSDBA or by the user itself.
But think about large companies where the 1st-level-support or the superior of an user should have the ability to change a forgotten password.
I think there should be a possibility to specify which user can change which password.
It's not a very important issue - but I think this should be considered if there is a new authentication-mechanism in FB3.
