I already discussed this feature here DNET236.

.NET 4.0 is out, and Microsoft desided to reintroduce Client Framework concept. The only difference is that .NET 4.0 Client profile is much more usable and soon can be wildly spread between end users.

Symptoms and suggested solutions are still the same as in previously reported.

As nobody mentioned anything here or in list, I'm going with option 2. Use reflection to conditionally load assembly and get the information.
