In the v.3.0 RC! release notes (and Beta 2 notes) PDF page 71, the Note under "Privileges to Protect Other Metadata Objects", we state:

In Firebird 3.0 Beta 1, only USAGE permissions for exceptions (CORE2884) and generators/sequences (gen_id, next value for: CORE2553) are enforced. Permissions for other object types could be validated in subsequent releases, subject to further consideration of the integrity implications of allowing write access to domains, character sets and collations.

We need an update for the current status, please.

Grants for CHARSETs, COLLATEs and DOMAINs are disabled in RC2. So they're not available in GRANT/REVOKE commands, nether they are enforced in any kind. They could be added in future releases, if considered appropriate.
