Extract function is undocumented in Release notes and also in C:\Program Files\Firebird\Firebird_2_1\doc

The Release Notes document what's NEW in a release, based on - among other things - the Readmes written by the developers.

EXTRACT exists since InterBase 6, so the only thing you'll find about it in the Release Notes are bugfixes and the addition of WEEK and MILLISECOND extraction in Firebird 2.1.
