DatabaseMetaData#locatorsUpdateCopy() return false, should be true [JDBC202] #251

The method DatabaseMetaData#⁠locatorsUpdateCopy() currently returns false. However as Jaybird/Firebird does not make changes directly to a blob, but to a nw copy, it should return true.
