Jira_subtask_inward JDBC251

Include Firebird 2.5 DPB constants (ie isc_dpb_utf8_filename) in ISCConstants, so users can include it themselves when they know that the Java file.encoding property is UTF-8 for their application.

Added constants. Workaround is as simple as:
* ensure file.encoding=UTF-8 (either because it is for your OS, or by explicitly adding -Dfile.encoding=UTF-8 on the commandline of the application
* include utf8_filename=1 in the JDBC URL (or as a non-standard property)

Need to include this information in the releasenotes
