Relate to JDBC285

The fix for JDBC285 opens a whole new set of problems: apparently the SPB and DPB formats are not the same: in DPB the length is always prefixed, while in SPB that is only done for strings, this causes a GDS Exception. 335544562. unrecognized service parameter block. Strangely enough this only seems to occur with the JNI implementation

This problem was already fixed in the wire protocol implementation, which has a separate implementation to write the arguments without length.
