Use of FBDriverNotCapableException sometimes gives confusing exception message [JDBC316] #362

Is related to JDBC187

FBDriverNotCapableException has a default message "Not yet implemented.", this is confusing if the exception is intended to convey that it is not supported. Analyze usage of FBDriverNotCapableException and update messages were appropriate.
