Add support for database encryption callback in native/embedded [JDBC528] #562

JDBC527 added database encryption callback support for the pure java implementation. This should also be supported for native and embedded.

Possible problems:

- What happens with a pre-Firebird 3 client when attempting to register the callback?

Initially scheduled for Jaybird 4, may backport to Jaybird 3.
